Make sure to stock up on Jam coms before you start the mission. You may need more than 5 jams and if so you can craft them by learning the Jam coms ability from the Hacking skill tree. At the start of the mission open up your map and tag a harbor that is near. After that look for a fast car but dont stand around in one place for too long because civilians will recognize you and call the cops.
WKZ News Van take down
The WKZ van chase sequence will not start until you get close to it so do not worry about running out of time in your search for a suitable car. The best way to deal with the van is to push it off the road and blow it up by a single shot with a grenade launcher.
Police Chase
After you take down the driver make your way fast to your marked harbor and board a boat. On your way there make sure you are not scanned 100% by ctOS. Whenever you are about to get busted use the Jam comms to stop the scans. Once you get to a boat go as far away from the shore as you can and then halt to let the ctOS scan you and initiate the police chase. Once the chase starts a single helicopter will spawn immediately near you. Kill the sniper on it's side and the helicopter will disengage. After that make your way out of the police search perimeter and the mission will be finished.
